Whether you're replacing a furnace, installing a new air conditioner, or upgrading to a mini-split system, understanding HVAC permit requirements in Los Angeles can save you from costly delays and legal trouble.

Do You Need a Permit?

Almost all HVAC work in LA requires a permit. The exceptions are minor repairs that don't affect system capacity or configuration. Installing or replacing any of the following always requires a permit:

  • Central air conditioning or heating systems
  • Ductwork (new or significant modification)
  • Mini-split or multi-zone systems
  • Heat pumps
  • Boilers and radiant heating systems

The 500,000 BTU Limit

This is the key threshold for express permit eligibility. HVAC systems under 500,000 BTU/hour qualify for the 5-day express permit process at LADBS. Most residential systems fall well below this limit � a typical 5-ton residential AC unit is about 60,000 BTU, for example. Commercial and industrial-scale systems exceeding 500,000 BTU require regular plan check (~3 months).

Express vs Regular Permit for HVAC

To qualify for express processing (5 days), your HVAC project must meet these criteria:

  • System capacity under 500,000 BTU/hour
  • Same size/type replacement (replacing like-for-like)
  • No structural modifications to accommodate new equipment
  • No electrical panel upgrade required (or panel upgrade is handled separately)

If you're upgrading your system � say, going from a 2-ton to a 4-ton unit � this may still qualify for express if the capacity stays under 500,000 BTU, but the same size/type rule may become an issue. Our HVAC permit specialists can assess your specific situation.

Title 24 Compliance
